Jim Carnahan, Tribal Administrator
Jim Carnahan holds a bachelor's degree in business from Evergreen State College.
He completed additional graduate course work in Tribal Governance at Evergreen State College.
He intends to complete his Master of Public Administration at the University of Alaska in the next few years.
As Tribal Administrator, Jim will be responsible for the successful operations of the Chilkoot Indian Association.
Answering to the Tribal Council, he will be responsible for planning, development and administration of all
Tribal affairs.
Jim has a broad background in business management and development, as well as non-profit experience.
He holds the sole distinction of developing, marketing, selling and manufacturing the world's first
personal luxury submarine.
His experience includes managing in the manufacturing, wholesale distribution, construction, retail, high tech
and services sectors of industry. He will use that experience to help the Chilkoot expand their economic base
into business ventures that will benefit the tribal members as well as the Haines community.
Jim was raised in Washington and after graduation from high school he attended Everett Community College and
worked for the family business. He met his wife Marilee at that time and they were married in June of 1972.
They have six children, seven grandchildren and one great grandchild.
Jim is a licensed pilot, certified SCUBA diver, snow skier, and enjoys fishing, hunting, and photography.
The Administrative department is charged with ensuring
that the vision, mission, and core values of the Tribe
are expressed through all aspects of its operations. The
current Tribal Strategic Plan is the result of many years
of planning and identifying needs and priorities for the
Tribe.
By 2006 the Tribe had grown in total employees and budget
by 400% and the Council wanted to ensure that we were
moving in the right direction. The Executive office with
the Tribal Council worked to develop the Tribal Vision,
Mission, and Values statements contained in our current
Tribal Strategic Plan. Once those statements were refined
we established strategic goals based on five key areas:
- Building a Sovereign Nation,
- Celebrating our Culture,
- Building a Strong Economy,
- Enhancing Educational Opportunities, and
- Sustaining a Health Community.
Administrative Links
The Director is responsible for the financial leadership
and management of all financial and accounting processes
and systems for Chilkoot Indian Association. This
includes:
- accounts payable/receivable,
- payroll,
- managing
- CIA′s cash position,
- internal and funding budget reporting and
all
- other aspects of financial management.
The Director prepares the financial statements and
related analyses for the Board of Directors in accordance
with applicable accounting principles. The Finance
Director works with the Tribal Administrator and staff to
develop the annual business plan and operating and
capital budgets.

Dr. Robert Whitcomb, Human Resources and Organizational
Development
Dr. Whitcomb holds a Doctorate in Education - Educational
Leadership from the University of Maine; a Certificate of
Advanced Study - Educational Administration from the
University of Maine; a Master of Science - Business from
Colorado State University; and a Bachelor of Science -
Business Administration and Economics for the University
of Wisconsin-River Falls. He is a Senior Professional in
Human Resources (SPHR) and a Certified Benefits
Professional (CBP).
Dr. Whitcomb is the Director of Human Resources and
Organizational Development for the Chilkoot Indian
Association. In this capacity, he is directly responsible
for the Tribe's Learning Management System, an online
training program to prepare the next generation of
leaders for the Tribe.
Dr. Whitcomb has served a grant reviewer for HUD,
reviewing Tribal College and University Programs (TCUP)
and Community Development Work Study Program (CDWSP)
grant applications. In Wisconsin, he evaluated grants for
the UW-Extension, Continuing Education Extension,
Diversity Program Development Initiative. He is an expert
in outcomes assessment and provides training programs for
non-profit organizations on how to develop Logic Models
for grant proposals. As an expert in learning styles, his
doctoral dissertation investigated the relationship
between student cognitive development and learning style
preference. His work Learning styles: A review of the
literature was presented at the Harvard University's
Institute for the Management of Lifelong Learning in
1995.
Dr. Whitcomb has extensive experience working with rural
non-profit organizations in the areas of strategic
planning. He has worked with boards and planning groups
to develop strategic plans for the Sitka (Alaska)
Education Consortium, South East Alaska Regional Health
Consortium-Haines Health Center, Sitka Community
Hospital, University of Wisconsin System-Pigeon Lake
Field Station, Chippewa Valley (Wisconsin) Innovation
Center, Community Television (Wisconsin), and Momentum
Chippewa Valley (Wisconsin). Additionally, he has
developed marketing plans for the Eau Claire (Wisconsin)
Regional Alzheimer's Association and the National
Association for Community Leadership's Community
Trusteeship Project.
Georgianna Hotch, Human Resources Assistant
Georgianna Hotch completed Math and English Courses at
the University of Alaska between 2006 and 2007. In 2001,
she completed courses for Hazardous Materials and
Confined Space training. In addition, she completed
courses in Microsoft Word, Publisher, Excel, and Access
in 1998. This same year she was certified in CPR First
Aid.
Currently, she is employed as the Human Resources
Assistant and as the Enrollment and Vital Statistics
Clerk at the Chilkoot Indian Association in Haines,
Alaska.
In the past nine years, Georgianna Hotch has been a board
member and other positions of several groups and
organizations. These include the Alaska Native
Brotherhood Teen center, the Southeast Alaska State Fair,
Haines Friends of Recycling, the Haines Animal Rescue
Kennel, Big Brothers/Big Sisters, and the Alaska Native
Sisterhood. Mrs. Hotch served as the Grand Camp Treasurer
in a separate year for the Alaska Native sisterhood as
well as president of the group for 5 non-consecutive
years. She recently became a member of the Advisory Board
for the Haines Tribal Youth Program. Mrs. Hotch is an
active member in the community and enjoys volunteering.
The Human Resources Department at CIA is responsible for
all facets of personnel administration. These include:
- job design and evaluation
- employee recruitment and selection
- compensation and benefits
- performance review
- training and development
Human Resources serves as a resource for Tribal
government, Tribal members, and the community.
The Organizational Development area of the Tribe's Human
Resources Department is centered on the development of
the Tribe's most important resources: Its People. The
Tribe is fully committed to developing present and future
generations of Tribal employees and leaders. As such, the
Organizational Development agenda seeks to address
development along five areas:

Director of Finance
The Chilkoot Indian Association located in Haines, Alaska is seeking a highly motivated, team player to serve as the Chief Financial Officer of the Tribe. The Director of Finance provides oversight to the Tribe's financial operations by maintaining, developing, and evaluating systems and procedures to ensure that all transactions are accounted for in accordance with established internal procedures, Generally Accepted Accounting Principles, and applicable governmental regulations. The Director supervises Information Technology (IT) and Grants Administration.
The full-time, exempt position will pay $60,000 - $70,000 per year DOE. Additionally, the Tribe offers an excellent benefits package including health insurance, 401(k) with a six percent match from the employer, 29 days of paid time off the first year, and 12 holidays each year.
Essential Job Functions include:
- Ensure the Tribe maintains sufficient liquidity to implement the annual operation plan.
- Analyze financial management systems to ensure compliance to regulations and laws, and to provide a competitive advantage for the Tribe.
- With the Tribal Administrator and department heads, develop an annual operating plan including staffing requirements and budgets that support the strategic plan.
- Prepare, examine, and analyze accounting records, financial statements, and other financial reports for Tribal government, sub-units, and enterprises to ensure accuracy, completeness, and conformance with reporting and procedural standards.
- Develop revenue projections from grant funding and business operation. Develop expense projections including financial commitments and obligations. Provide recommendations to maximize overall contribution to the Tribe.
- Advise Tribal Administrator about issues such as resource utilization, tax and investment strategies, debt management, and the assumptions underlying budget forecasts.
- Perform internal audits of financial system and program files to ensure compliance with OMB circulars A-87, A-102, applicable federal regulations, Tribal policies, and to protect the assets of the Tribe.
- Coordinate the annual audit. Cooperate and assist external auditors as appropriate.
- Manage risk through the use of Tribal policy, insurance products and other means to with special consideration for Tribal sovereignty.
- Supervise Finance and Accounting, Grant Administration, Microloan, and IT personnel and contractors, provide training and professional development, and conduct performance appraisals.
Required Knowledge, Skills, and Abilities:
- Law and Government - Knowledge of Federal, state, and local laws, regulations, executive orders, and agency rules.
- Accounting and Finance - Advanced knowledge of accounting and financial principles and practices and the reporting and analysis of financial data.
- Human Resource Management - Knowledge of Human Resources procedures, including, employment law, recruitment and hiring, compensation and benefits.
- Grant Management - Knowledge of best practices in the field of grant writing, administration and management.
- Internal Auditing - Skill in monitoring/assessing performance of organizations units and/or systems to make improvements or take corrective actions.
- Accounting Software - Advanced skill in the operation of computerized accounting software and Excel.
- Management of Financial Resources - Ability to determine how funds will be allocated to achieve the Tribe's objectives.
- Grant Administration - Skill in planning, organizing, and monitoring grants.
- Procurement - Ability to manage procurement activities.
- Government Program Regulations - Ability to read and comprehend Federal regulation and State statutes as they pertain to grant funds.
The ideal candidate will be Native Alaskan/American Indian with a four year degree in accounting or business. Proficiency in QuickBooks accounting software is essential. An MBA or similar degree, CPA, CMA, CIA or similar credential is strongly preferred and must be obtained within the first two years of employment. Three to five years of progressive responsibility in finance or accounting at a mid-management level (responsible for accounting system functions of an organization) is required. Experience in grants management and fund accounting are essential. Three to five years of experience managing managers is required. Native Preference shall apply to this position.

Road Construction Inspector
Chilkoot Indian Association in Haines, Alaska wants to hire a Road Construction Inspector for the summer of 2010, beginning immediately.
Prior Road Construction inspection / management experience is required. Position duties include construction observation, materials testing, daily reporting, daily dialog with contractor, verify contractor is completing work as shown in the plans, making sure contractor is keeping on schedule, review record drawings from contractor and verify that contractor is updating his progress on record drawings, site injury reports and reporting back to Project Manager. Word and Excel experience required. This is a contract position.
